    This unpublished article discusses the benefits of complementing our current practice of making utility resource decisions based on forecasts with a practice of using specific goals to guide our choices, with the primary criteria being whether the plan will move us closer to the goal at an acceptable cost, rather than strictly whether – based on the forecasts – the plan should support the lowest cost utility service at a reasonable risk.

    This unpublished article, written as a response to an article describing how the U.S. could proceed with making competitive retail electric markets, answers the question “should we?” and assesses whether, if we followed the prescriptions of the article to implement such competitive retail markets, we would be happy with the result.
