Pamela Morgan holds a B.S. from Washington State University and a J.D. from The University of Washington School of Law.

Ms. Morgan also serves as a Board member for the Volunteers of America of Oregon and the Portland State University Institute of Metropolitan Studies.

Pamela Morgan, President and Principal Consultant

Pamela Morgan (previously Lesh) has been a member of a utility executive team, officer of a start-up selling products and services to utilities and other energy industry players, and head of regulatory affairs for a utility.

Prior to forming Graceful Systems, Pamela Morgan was Vice President of Regulatory Affairs and Strategic Planning for Portland General Electric (PGE) in Portland, Oregon.

From 2008 to 2009, while on loan from PGE, Ms. Morgan was a Senior Advisor to the Natural Resources Defense Council (NRDC), where she worked on national energy policy issues of importance to electric utilities. With NRDC she completed a major review of the results of decoupling policies nationwide. This work focused on finding sustainable ways for people and businesses in the United States to apply energy and ensuring that U.S. electric utilities have an opportunity to be full and willing partners in this transformation.

Ms. Morgan continues this focus through Graceful Systems, specializing in and consulting on management, strategic and regulatory affairs matters for utilities and other stakeholders in the energy utility industry.

More than 20 Years in the Energy Utility Industry

Ms. Morgan has worked in the energy utility industry since 1990. Her responsibilities have included:

  • Management of all aspects of state and federal economic regulation, spanning matters from rate setting to approval of mergers and acquisitions to tariff design
  • Resource planning
  • Federal legislative affairs
  • Corporate communications

Ms. Morgan managed strategy development for PGE and spent a year in Distribution Operations, overseeing such groups as tree trimming, contract management, joint pole management, and distribution business support.

Ms. Morgan specializes in perceiving the context within which a business or regulatory strategy will exist and developing multiple paths to the objective. She excels at written and oral communication of the ideas, paths and strategies so developed. Her background also includes almost two years with ConneXt, which sold services and software to utilities and energy retailers. At ConneXt, her roles included Vice President of Strategic Alliances and Product Management, which broadened her understanding of the importance of offering a whole product to prospective customers and how to support cross-functional and cross-business relationships.

In 2009, she co-taught a new, two-quarter graduate-level seminar on Designing the Smart Grid for Sustainable Communities.
